What is the non-taxable threshold?

Every employee gets a monthly non-taxable amount (neoporezivi iznos) of RSD 25,000, or RSD 300,000 per year. Below that level, no income tax at all. This threshold is periodically updated by government decision and has been rising with inflation. It's deducted alongside social contributions before the 10% tax is applied.

What does the 14% PIO cover?

PIO (Penzijsko i invalidsko osiguranje) is Serbia's mandatory pension and disability insurance. The 14% employee contribution plus the employer's 11% together fund the state pension (penzija) and disability payments. The SS earnings cap (approximately RSD 6.48M/year) affects only high earners; most employees never reach it.
