Norway's income tax structure has three components. The base is a flat 22% tax on 'alminnelig inntekt': your gross income after subtracting the standard employment deduction (minstefradrag, 46% of income capped at NOK 104,450) and the personal allowance (personfradrag, NOK 108,550). On top of that, trygdeavgift (national insurance) takes 7.8% of gross. Then a step tax (trinnskatt) adds progressive surcharges starting at 1.7% once gross income exceeds NOK 217,400, climbing to 16.6% above NOK 942,400. For most employees, effective total rates land between 22% and 38%.

It's automatically applied to all wage earners and reduces the taxable income for the flat 22% tax. It was introduced to account for work-related expenses without requiring employees to itemise. Once gross income exceeds about NOK 227,000, you hit the cap.
What does trygdeavgift fund?
Trygdeavgift (7.8%) is the employee's national insurance contribution. It funds the state pension (Folketrygden), sick pay, parental leave, unemployment benefits, and disability insurance. Your employer also pays arbeidsgiveravgift (14.1% employer payroll tax) separately, on top of your gross.
When does the trinnskatt kick in?
Trinnskatt is a bracket tax applied directly to personal income (gross). Step 1 (1.7%) starts at NOK 217,400. Step 2 (4%) starts at NOK 306,050. Step 3 (13.6%) at NOK 697,150. Step 4 (16.6%) at NOK 942,400. Each rate applies only to the income within its band, not to the full gross.
