Romania has one of the simplest and most visible salary structures in Europe: a flat 10% income tax, 25% into the state pension (CAS), and 10% for health insurance (CASS). The total deduction for most employees is around 42–43% of gross, which surprises many people on first inspection. The reason is that the CAS and CASS rates are high relative to Western standards, but employer costs are correspondingly lower than in Western Europe. The 25% CAS is deductible from the income tax base, so you don't pay 10% on the portion that goes to pension.

What is the personal deduction (deducere personală)?

Single earners with no dependants get a deduction of RON 300–500/month for income up to RON 2,000/month, phasing out completely above RON 5,300/month. At typical Romanian salaries of RON 5,000–10,000/month, most earners get little or no deduction. This calculator doesn't model it; the error is small for most users.

Is the CASS deductible from income tax?

No. CAS (pension, 25%) is deductible from the income tax base, which lowers your 10% tax bill. CASS (health, 10%) is not deductible; you pay it on full gross. This is why effective total deductions land around 42–43% rather than a simple 35% (10%+25%+10%).

How does Romanian take-home compare to Western Europe?

At equivalent gross salaries, Romania gives a slightly lower net percentage (42–43% deductions) than countries like Ireland or the UK at middle incomes, but gross salaries in Romania are also much lower. The true comparison is net purchasing power: Romanian prices are among the lowest in the EU.
